The Brazilian Association of Electrical Engineers – ABEE Nacional, comes forward, due to the presentation of Bill No. 3,451/2019, which repeals Law No. 4,950-A/66, to express its perplexity and disagreement with the parliamentary initiative.
Engineering is vital to the structuring of social development in any country on the planet. Its influence on the creation and development of contemporary technological devices, which have so greatly facilitated daily life, is undeniable.

We are deeply perplexed by the lack of recognition of the pressing need to promote the country's development, especially at a time when economic problems are mounting due to the irresponsible political adventures of the past. The national electricity sector is well aware of this. By promoting professional motivation in national engineering, with the repeal of Law No. 4.950-A/66, which for decades has proven to be a fundamental factor in the profession's attractiveness, the bill contributes to deepening the crisis that is destabilizing the country and imposing heavy burdens on the nation. By repealing the law establishing a minimum wage, whose constitutionality has already been established by both the Supreme Federal Court (STF) and the Superior Labor Court (TST), the parliamentary initiative creates conditions for further increasing the deficit of engineering professionals in the country, giving rise to imports and the international dominance of the environment.

It is precisely in the area where the country most lacks initiatives and incentives—civil construction—that the repercussions will be most detrimental and disruptive. Engineers in general, current and future, will be doomed to predatory competition, in which professional ethics will be the first victim, with society, the service provider, suffering from this disastrous initiative. The hastiness in addressing such a sensitive topic is extremely regrettable, revealing a lack of necessary reflection.
ABEE Nacional, alongside the entire national engineering professional class, regardless of attributions, calls on everyone to engage against the proposed legislative modification, through access to parliamentarians in their respective states, demonstrating the serious and irreparable harm to society that the legislative initiative will cause.
